I will give him credit for the non-working holiday proposal for Aug 28 which was implemented last year (as everyone unanimously agreed with it), but most of those house bills are in the PROPOSAL stage and have not yet been IMPLEMENTED. Do you know the due process of a bill turning into a law? You can only implement something once it becomes a law. Most of those you've shown me have not even reached the Senate! And after the Senate deliberates on a Proposal given by the House, it is sent back to the House of Representatives to be deliberated AGAIN. And it's a toss-and-turn process until they come to a similar decision. That's not even the end part. The proposal still has a long way to go (the president for example is another checkpoint). IN HIS THREE YEARS IN CONGRESS ALL HE HAS DONE IS PROPOSE, PROPOSE, PROPOSE; not implement, implement, implement.
And those house bills he "co-authored", kinda fishy. I bet Rufus Rodriguez is the Author for those bills regarding CDOC and just agrees and agrees with other proposals by other House Representatives so he could get a piece of the cake

PS. At least during Rep. Jaraula's time, he was Congressman for the WHOLE city of Cagayan de Oro, and had given Covered Courts to barangays in the City.
